A motorist has told Sky News of his disbelief at being fined for blowing his nose while his vehicle was at a standstill.

Michael Mancini had stopped his van in traffic and wiped his nose with a handkerchief.
When he moved off, he was pulled over by police who told him he had not been in control of his vehicle.
Mr Mancini, from Ayrshire, was handed a £60 fixed penalty and given three points on his driving licence.
He told Sky News : "I thought they were joking and that it was a wind-up.
"I was stopped in traffic and had the handbrake on and thought to myself, 'Ive just got time to blow my nose.'
"Then police pulled me over and I was booked. I genuinely thought they were joking, that it was a wind-up."
The incident occurred in October, but Mr Mancini has refused to pay the penalty.
His solicitor wrote to prosecutors earlier this month explaining the offence could not have occurred because Mr Mancini's handbrake was on.
But prosecutors replied the next day warning that if the fine wasn't paid, the case would be taken to court.
Mr Mancini added: "I intend taking this all the way to court. I still don't believe it actually happened."
A Strathclyde Police spokesman said: "A 39-year-old man is the subject of a report to the procurator fiscal in connection with an alleged traffic offence on October 26."

Now is this the most ridiculous fine to date or what?
I went to school with him, the same copper that fined him also gave a guy a £50 fixed penalty littering fine because the guy dropped a £10 note in the street. Rolleyes
He probably hadn't got his quota for the day.
Why didn't he go for all the idiots I see using a mobile whilst driving.

Its about time we went back to sensible Britain.
Hopefully this guy will get a magistrate who gives the police a bollocking for wasting the courts time.
They should go a stage further and allocate court costs to the police and the jobsworth pc should pay an equivalent fine for being an asshole!

But did you see the guy caught speeding in Switzerland? Fines are based on wealth over there - this guy is a millionaire caught doing 35mph over the limit in his ferrari - so he got a £180,000 fine!

Exactly how they should be here too.

As for the whole charade.. yes, ridiculous. Just like alot of other things in this once fine country of ours.
reminds me of the Alas Smith & Jones sketches:

Smith: "and why have you arrested this man, constable?"
Jones: "blowing his nose on the public highway sir."
Smith: "well it is a largish nose and some people may find it offensive, but its hardly an arrestable offence is it constable?"
Jones: "Oh, well, perhaps not sir, but he was doing it with intent."
Oh dear.... what is the world comming too. I also heard about the guy who got fined for droping money on the floor. It is a crazy world.
