I was just gonna say that. Though the most overt example I've seen recently was on CH 319 (Zone Horror or whatever it's called), just a few nights back. Two gratuitous open leg shots. Even Sci-Fi channel has popped up with the occasional gem.
More a case of slipping under the radar, than anything else, I imagine
