Yes, of course.

Given the number of times US missiles and bombs have hit the wrong targets in the last 25 years, the reassurance of a nuclear bomb is that pinpoint accuracy is pretty pointless, as long as it's in the general area it will cause incalculable devastation and accelerate the end of the known world etc

Highly doubtful. At the moment it can only be dropped by a C130 and you need total control of the airspace over the target before sending one of those in... They're a bit slow.
