It say's that supply will be very limited, so if you miss out, maybe try making your own.
Could probably be done with just a hammer, a tin can, a pressure cooker and 2 lengths of surgical tubing - at a proper workbench with the relevant schematics.

I think that's pretty damn good news. Level caps often remove some of the incentive to keep exploring properly, for me personally. I'm pretty sure I skimmed through some of the New Vegas DLC because I had no reason to look around.
