I don't know the exact wording, but Ofcom have a rule that liquids (oil, cream etc) cannot be used to simulate ejaculate. If the girls had a whipped cream fight and were using squirt guns I'm pretty sure they would be breaking that rule.

Not necessarily. It would need an in depth knowledge of the Petroleum Act (1998) and the Food & Hygiene (England) Regulations (2006) to answer that one accurately.
