It has the 25man and 8 home grown player rule in 2nd year of game and also chelsea transfer embargo

was out on friday, downloaded it the other day, its 3 times the size of the file it was last year, haven't reli played it 4 more than 2 minutes but there's changes 4 sure, the 1st messages i got were the coaches telling u stats like who's the best passing team in the league, tallest, quickest, and wot areas u need 2 improve ur squad on.
Seems more features in this game, especially wit the matches, apparantly its 3D matches.

p.s there's sumtin very wrong wit that screenshot.... o thats right it says Newcastle in the Premier League lol
